Amendment to Circular 36 fueled broad market rally. SBV's newly-issued Circular 06/2016/TT-NHNN on commercial banks' capital adequacy and liquidity requirements (details below) has finally abolished the long-standing qualm over the effects of Circular 36 on real estate companies and banks. Stocks of these two sectors gained momentum today with VIC (+3.9%), DXG (+2.0%), KDH (+1.3%) on the real estate side and VCB (+3.3%), BID (+1.7%), MBB (+1.3%), CTG (+1.2%) on the bank side.
